I am hearing more and more about clusters of civilization...pockets of humanity that have banded together.  Most of them are based around a military structure, almost like the serfdoms that developed in the middle ages.

The problem comes from the fact that all of us surviving are hurting for resources...all forms of resources.  Food, clean water, medicine, weapons, and fuel.

At Safe Haven, we're not equipped to deal with that.  We have a small contingent of troops, which I might add, is a constant battle to keep in line with the plan, but we could not prevent a full scale confrontation with some of these other para-military groups.  I heard of one that seems to be pressing into our area that has over 200 soldiers.

Our defense system has been geared totally towards the zombies.  Only the zombies.  Our maze like network of fences surrounding the town allows us to isolate the zombies into compartments and gives us controllable testing but they certainly would not be a deterrent against an aggressive enemy.  I hesitate to attempt reinforcement as it may cause attention to our plight to some of the workers, primarily the soldiers.  Most of them are here out of convenience, not for belief in the cause and could be easily swayed.

I'm afraid that our only recourse might be to develop new weapons utilizing biological warfare.  We have the capability to produce many agents that could defend against any human attacks.

How ironic...our saving grace might be a chemical created to fend off zombies yet it might be the only thing that allows us protection against other humans.
